# How to read a record — Dallas certificates of occupancy

## How to read these records

### The record

The City of Dallas stopped updating its open-data file of certificates of occupancy on November 15, 2022. It still publishes them, one spreadsheet per month, on a reports page of its own website. This site rebuilds one searchable directory from the three open-data files (October 2015 to November 2022) and the 43 monthly spreadsheets (January 2023 to September 2026): one record per certificate number, with its address, land use, type and dates.

### Certificate numbers

A ten-digit number is the City's certificate number: the date it was filed (year, month, day), an office digit and
a serial number. Records created in the City's new permitting system carry an ID starting with “CO-”. When the new
system re-lists an older certificate, its ID begins with the ten-digit number; this site joins the two on that
number and on nothing else.

### Status and dates

Records from the open-data files (2015 to November 2022) are certificates the City listed as issued. Records
from the monthly reports carry the status the City wrote in that month's report — “Issued”, “Final CO Issued”,
“TCO Issued” (temporary), “In Review”, “Pending Inspection”, “Cancelled” and others. A record without an issue date
is an application. Each record lists every City file or report where the number appears.

### What is missing

Rebuilt from City of Dallas files only. Certificates issued between November 16 and December 31, 2022, and the City's reports for August and September 2025, are not in the files the City publishes; certificates issued before October 2015 are not covered. From 2023 to mid-2025 the City's reports list applications as of that month, issued or not: read the status and the issue date. Since late 2025 the City's reports no longer give the business name. A certificate issued years ago may have been replaced by a later one at the same address. Owner names are never downloaded.

### What is not here

The owner columns of the City's reports, which this site never downloads; map coordinates. Where the City's
report gives no business name, the record is shown under its address.
